Evaluation of Madagascar WFP Country Strategic Plan 2019-2023

In 2023, IRMA LLC, commissioned by Particip, conducted a comprehensive evaluation of the impact of the World Food Programme’s strategy in Madagascar.

This large-scale evaluation of the 2019-2023 Country Strategic Plan (CSP) aimed to gather evidence for accountability and learning, and has already been used to inform the next CSP.

Thanks to direct observations of interventions and more than 120 discussions (interviews, focus group discussions, and home visits), insights from diverse stakeholders shaped the report: beneficiaries, WFP staff, partners, government officials, as well as donors.

Findings and recommendations addressed topics as diverse as the need to address integrated risk management, the duty to expand the current geographic coverage, and the importance of deepening collaboration with development actors. The need to build on recently funded resilience activities was also highlighted to strengthen the evidence base, which will take into account WFP’s strategic approach to carry out more resilience-building activities.
